User story #6331: Create a generic method to allow task scheduling
Create a periodic scheduler

Description
This is a generic method that takes a few arguments and use outcome classes to tell if the job should run.
This scheduler focuses on fully periodic tasks. Periodicity will be less than 7 days.
Another scheduler will be made for other use cases.
