Do not check dns when checking promises

Description

To prevent cf-promises checking dns we shoud set the Environement variable "RES_OPTIONS" to "attempts:0" when we run the cf-prmoises.

This should be added into Scala code so we have it available for all check promises command

it does not seem to improve perfs ... i'm facing 25s promises generation even with this fix, due to dns slowdown

ok, what it does, is that it prevent from looking on invalid interface, but host2ip are still performed

This bug has been fixed in Rudder 2.10.14, 2.11.11 and 3.0.5 which were released today.
