Cannot delete technique from user library if it was deleted from reference

Description

If i delete a technique in ncf editor and remove it from git, my technique in Rudder is marked as invalid and cannot be deleted anymore.

This was ok in 2.11 but 3.0 prevent display of the deleting menu in the technique page resulting and a reddish display of the technique

We should have that delete menu avaialble
