RHEL7 does not initialise postgresql db

Description

We only initialise postgresql for RHEL6 and making fail every instal on RHEL7 when we install rudder-reports package

We should change the condition to run 'service postgresql initdb'

This bug has been fixed in Rudder 3.0.6 and 3.1.0~rc1 which were released on the 16th June 2015.
