so, configuration file is really similar, and in same location
service name is xntpd
there is no /etc/localtime on AIX, but http://www-01.ibm.com/support/docview.wss?uid=isg3T1000252 and https://unix.stackexchange.com/questions/17051/how-to-change-timezone-to-utc-without-rebooting-aix mention export TZ, then reboot
