Read only role is not correctly interpreted in technique editor

Description
When someone as a read-only role in Rudder, he should not be able the change technique in the technique editor.
To achieve that we must differentiate reads and writes in ncf builder (GETs are reads and other queries like POST en DELETE are writes).
Then we are able to ask Rudder for the proper access level.
