Description
Add a new option in the web interface for the reporting, to completely remove report
The defined value should be "reports-disabled" for the system variable RUDDER_REPORT_MODE

The idea we discussed was to add this as a third choice for the existing reporting mode:
This option would only disable sending reports from the agents, not disable the feature in Rudder (although, it would in principle not be used, since there will be no reports to use - however, in the future, we can imagine this mode being enabled only on some nodes, thus the important distinction).

This bug has been fixed in Rudder 3.2.0~beta1 which was released today.
