Description

When the reporting is disabled, we need to display relevant information for all related UI part (and in backend that manage them):

- in the compliance merging between expected reports and received one (just skip it)
- in home page, node and rule compliance, add a compliance type "disabled"

There is certainly other places around where the "disabled" state will have to be take care of.
