Bug #7031: Inventory <FQDN> content differs from hostname --fqdn and may lead to unauthorised nodes

If RUDDER_HOSTNAME is localhost we should fallback to FQDN

Description

When the hostname command fails RUDDER_HOSTNAME may be absent, empty or 'localhost'.
We currently fall back to FQDN only when it is absent. We should fall back on other cases too.

We can since since #7568 FQDN should be properly filled.

Later we should consider making it the default value.
