Description
This is created to bundle following issues:
- Bug #7489 - Missing Timezones from clockConfiguration
- Bug #7488 - clockConfiguration sets RTC to localtime
- Status changed from New to Discussion
- Assignee set to Jonathan CLARKE
Jonathan: Would a PR be reviewed and the modifications tested on Windows/Nova, or should I remove the new code that is targeting windows?

Patch #7739 needs to be ported to this if it's going to be used.
