Description
In #7282, we introduced a check in rudder agent info for last inventory sent time
However, this file is never created (except in initial promises), so for upgraded system, we always get "Not yet sent", and for accepted systeme, we get (roughly) the acceptation date

- Subject changed from rudder agent info always says "Inventory sent: Not yet sent" to inventory sent file not set in

This is caused by the PR for #7206 that only added this in initial-promises. We should port that same change to system techniques.

This bug has been fixed in Rudder 2.11.18, 3.0.13, 3.1.6 and 3.2.0 which were released today.
