Description

At least a seperated package, perhaps project or even functionnal service.

The idea is to be able to define a CLI for it, usable during packaging, and in the long term, to be able to more easely swap code.

Oh, yes! This would be ideal. I think it should be accessible as a service by itself (it's own API, at least).
