Documentation about syslogd on centos5 not working with a Rudder ubuntu server is not easy to understand

Description

I was trying to debug a syslog issue, and came across doc about ports for syslog on Rudder server
( see http://www.rudder-project.org/rudder-doc-3.1/rudder-doc.html#_install_rudder_root_server_on_debian_or_ubuntu )

I couldn't fathom the meaning of this (should I change ubuntu syslog port ? if so, how can I do it ? and why isn't it by default ?) why installing a syslog server on my nodes ?

In a nutshell, this part does deserve some love
