Rudder tools

We need to be able to run technique tests using rtf.

• A specific scenario for techniques (replace the techniques with the local technique we want to test, create a directive and a rule, run the test)
• Test specs for the techniques (define directives, test cases, platforms)
• Add a way to run tests on all techniques in the rudder-techniques repos on our CI platform
• Ultimately, to write test cases for the techniques!
