openAdd a way to keep in memory filters when we leave a page
Description
When you unselect "[x] Display Rules from subcategories" and leave the "Rules" page and return to it, it changes back to being selected.
This is quite unpleasant, and we think this should be kept as selected during either the lifetime of the session, or even generic as a user settings (via cookie?).
In fact, we should add a way to keep in memory all filters we set before leaving the page (except maybe the "search" input).
I change its tracker because this is a new feature, not really a bug.

I think we need to change the "first impression" name, because we wanted it to say "what you expect of a tool such as Rudder before using it and that it not providing". It's a very rare case.
And I'm going to bump up the severity to "inconvenience", because it's maddening :)
