Description
With #11771 and 17749 we don't need anymore to have logic in ncf repo to create metadata.xml and technique.ps1
We should remove all of this !!

This bug has been fixed in Rudder 4.2.3 which was released today.
- Related to Bug #12957: On debian 9.4, ncf views.py can not access http://localhost/rudder (but can https://..) added
