opentimezone technique does not support systemd

Description
The technique is trying to edit files that do not exists on the system. Moreover, it doesn't seem to handle systemd ntp service.

After re-reading docs, we should not use timedatectl and stay on easy handling of /etc/localtime which is the GNU way to define the timezone (can conflict with env variables, but historical technique did not manage it so I did not add support for this).
If systemd is found, os-specific conf files should not be used nor existing anymore(we need to test on each supported os).
Finally, adding a BOOL to choose to enable or not the NTP server part, which is a first step before handling different daemon like chrony or systemd builtin ntp.
In audit mode, the clock synchro will always report an error since there is no simple way to check the synchro.
