Don't archive reports anymore on Rudder 5.1

Description
Archiving reports is not useful in Rudder, and uses a lot of disk space (150kB/day/directive/node) - we should cancel it by default
- Related to Bug #14834: Default archive retention is too large, which cause very large disk usage added
