Replace node-to-relay script from rudder-package

Description
Since we use the scale-out-relay API to promote a node to relay, we distribute this script with the plugin, we don't need anymore this script in rudder-package, we should replace him by a script that says to use /opt/rudder/share/commands/server-node-to-relay if the plugin is installed.
Display a message saying, know we use :
rudder server node-to-relay
And call it with the given parameter
