when we install a plugin, if the dependency (package manager) is not met, it still tries to install it and fails

Description

It starts installation by saying 

This package depends on the following
  on apt : rudder-api-client
  on rpm : rudder-api-client
It is up to you to make sure those dependencies are installed

but don't offer a way to stop and check, and blindly goes on. It is totally unhelpful
