FQDN on Windows node can take localhost as value

Description
It seems like it is possible that on some unknown condition, OPERATINGSYSTEM/FQDN can have localhost as value. Which lead to an rejected inventory by the webapp.
- Related to Bug #22326: some nodes are called "localhost" since #8022 added
This problem can occur when the hostname longer than 15 characters
Perl command used by inventory returns the wrng value, but rudder agent info has the right hostname
we shoudl probably switch to the output of rudder agent info ?
