Description
But it is open source
It "works" without a license though
It should behave like it does for openscap/

I will check how that works.
The /var/rudder/tmp/plugins/rpkg.index file marks the license to be required with : "requires-license": true.
So it's likely due to an error in #26361 or #26477, the value should be false for that plugin
