The properties from /opt/rudder/etc/ should be manageable in the Administration screen

Description
In the Administration screen of Rudder, it would be great if we can set most of the properties of Rudder from /opt/rudder/etc/.
The properties like:
- LDAP/BDD credentials and ports
- Choose the folder of plugins
- Branch to check techniques
- Choose folder to check files to copy from (shared-files by default)
- Choose to enable some options like auto-generation
- Change policy server hostname used in generated CFEngine promises
- Change default change message in git
- Enable of disable auto archivage
- Target version changed from 24 to Ideas (not version specific)
- Assignee deleted (

- Priority changed from N/A to 2
- Target version changed from Ideas (not version specific) to 2.8.0~beta1
We will start doing this in Rudder 2.8, just on the following subset of config parameters:
- rudder.ui.changeMessage.* (x3)
- rudder.workflow.* (x3)
- rudder.autoArchiveItems
- rudder.batch.dyngroup.updateInterval (next to button to force reload NOW)
- rudder.batch.techniqueLibrary.updateInterval (next to button to force reload NOW)
- rudder.batch.reports.logInterval
- Target version changed from 2.8.0~beta1 to Ideas (not version specific)
A part of these properties are now managed by the Rudder WebUI. See #4057.
The other properties will not be managed in Rudder WebUI for 2.8

We now have a setting part in admin, but things in properties file are needed for rudder boot, so it will remain like that.
