Make the retention time for modified-files configurable in the web interface

Description

We use a nice feature in CFEngine that stores the original files before we edit/copy-overwrite them under /var/rudder/modified-files.

Our policies come with a default config to remove any of these files that are older than 30 days, to avoid clutter. We should make this option configurable in the web interface, in the administration > settings page.

This involves adding a system variable and using it in the system/common Technique, in particular.

This has the added benefit of making this feature a lot more visible, because a lot of users don't know about it currently.
