Rework Rules pages so that the two main sections ("Directives" and "Groups") are foldable (arrow next to name to unfold them), and by default folded for existing rules (not new rules), with a short text presentation that is a "toString()" representation of the config (list of selected directives, explanation in English of the group criteria used)

Note: according to an attempt to reduce the number of ticket, there is no "user story" for that one. A "meta" ticket MUST be create in the future as a parent task for that one if it appears that sevearl relatated ticket are needed to fulfill the completion of the task.
