Postgresql connection should use TLS when used with remote systems

Description

If we have a splitted installation, with the web interface on one system, postgresql and ldap on others, the auths should be on TLS/SSL to prevent man in the middle attack to get password

This is probably only documenting how to do it, or have sane default config to do this
