User story #5294: Add a configuration option for the "error only" mode in admin tab
Set the value of the system variable RUDDER_REPORT_MODE
Description
This system variable would be true if the mode is error only (compliance disable), else false
Its name will be RUDDER_MINIMAL_REPORTS
The value is retrieved from a user defined property (set via the UI, stored in LDAP)
