Remove popup when creating Directives

Description
Popups to create DIrectives/Groups should be removed:
- They don't save the directive/group
- They are disturbing for users (bad UX, focus change too much)
- They are ugly
May be integrated in 3.2, but may also may be delayed to next one since we don't want any risk for 3.2 release

This bug has been fixed in Rudder 3.2.0~rc2 which was released today.
- Has duplicate User story #6630: When we create a new directive an unnecessary popup appears added
