Enforce a file content - add possibility to select where the text should be added (on top or bottom of file)

Description
Enforce a file content doesn't let user select were to put text (example, adding on top of file that it is managed by rudder, plus some config), nor to add content as a block
Plus, it's usability can be perfected (options are not next to what they do, and some options have disturbing names
