If syslog service is stopped, it is not restarted automatically by rudder-agent, so agent doesn't report anything

Description

On a sles11, if syslog-ng is stop, running the agent won't restart it
So the node doesn't report a thing, and the node is in the "no answer" state - and won't auto-heal

we should automatically restart the appropriate syslog deamon when none is running

Fails at least on SLES11 rudder 3.1, but most likely on previous version of Rudder
