Bug #8430: logger_rudder can re-read expected_reports_temp even without change, impacting performance significantly

logger_rudder evaluates too late content of temp file, causing it to miss first report

Description

After a promise regeneration, rudder_expected_reports.csv.tmp is created at first pass, but is read only at third pass, so rudder_expected_reports.csv.res is written at the end of thrid pass, but its content is only read at next call of logger_rudder
