Description
What I did is:
- Create "Group1" + Select "Include policy server" => CR1
- Create "Rule1" + add "Group1" to the rule => CR2
- Accept CR2
- Decline CR1
- Try to look at the CR-List
(this has probably nothing to do with it, but I included it for the sake of the completeness)
Then nothing shows up in the CR-List, even when changing the Status-filter to anything, it always shows:
Showing 0 to 0 of 0 entries (filtered from 3 total entries)

I tried to reproduce this in Rudder 3.1.19, without any success.
