Drop CFEngine 3.5 support

Description
We stop supporting CFEngine 3.5 in ncf, because:
- It is not used in any currentlysupported versions of Rudder
- It is not supported by CFEngine since 2013
- Status changed from New to In progress
- Status changed from In progress to Pending technical review
