Description

When we use the option "archive everything", all the rules, directives, groups and traditionnal techniques are exported. But the Technique build with technique editor are not exported (and not imported afterward), causing Directive being based on Techniques not there.
it does not break in the web interface, but at generation but the underlying cfengine code is simply not there.

Techniques have always been out of the contract of export/import. This is a clear limitation, and it will equally apply to Techniques written by the user, or if you don't have a given version of the techniques when you import.

I would say that the problem is to export Technique (independtly to how they were created).

For your problem, it should be specified in the text of the page that Techniques are not part of the import/export and should be exported manually.
